I just got finished learning TDCO on mine (literally I just came in from doing it with my MT2500 tool I just swapped computers), I guess you were who had Bill tied up when I just tried to call.
1st thing you need to know time set & TDCO are 2 different things.
Time set gets you to what I call "base timing" where with scan tool you activate/command time set at that point desired time will go to 0 degrees, and actual should go to 3.5 deg avg. loosen/rotate IP to achieve that, tighten down just the top lock nut.
Once you get 3.5 avg (I like mine to fluctuate from 3.5/3.7 deg) check coolant temp PCM is seeing, 170F minimum, I prefer 175+ so your engine does not try to cool down while in mid learn, check for codes active (ses codes) and any stored in history, those have to be cleared.
I'm not sure how scan basic enables TDCO learn you might need to check with John aka NVMTNLION if you haven't figured out how to enable TDCO learn, on my OBD-II it's a matter of KO/KO APP to floor to activate the learn procedure.
