T Stats

Scan tool could be off a few degrees, its just a thermister which could be 5% off in resistance. Or extra resistance in a wire, or the harness will change the reading. Try unplugging the CTS on the T-stat housing, cleaning the pins and sockets to see if the reading gets any higher.
