Why does my voltage guage only show 9-10 volts ?

Thats kinda weird... mine hardly ever shows 14v and when heater fan is on with headlights It shows about 12v and goes as low as about 10v... but checking all over it shows 14.5v. If batteries are good and you show good volts everywhere, I would think the gauge might be off?
 
yeah i got it figred out what happened was when i bought it i replaced all the batteries and i replace the battery cables and the positive battery cable had rubber on it so cleaned it off and bam running 14.30 ty
