Voltage issue

i recently bought a 94 chevy blazer 6.5 turbo diesel from my cousin and its having a voltage issue, he said the problem occured after he jumped somebody and it hasnt been right since. I redid the grounds that are in the engine bay and the ground from the starter to the body. Got new batteries and tried everything i can think of, need help. Reading about 9-10 volts at all times and sounds like it barely wants to start...

When the new fully charged batteries were installed, was the voltage low then? Starter or Alt. could be shorted from improper boosting.
 
Check the battery case too if voltage is present there is a problem. Use a multi-meter place the neg probe to the neg battery terminal then slowly move the pos probe over the case to check them.

Check all the battery terminal/cables for hidden corrosion, then all the grounds body/chassis/engine.

However, the battery jump could have damaged your gen/alt pwm/regulator.
 
You can kind of test your cables by using your load tester at the end of the cables. If you do not have a load tester get one. They can save you a lot of time and guess work

Have all new batteries load tested before buying. If they do not bury the needle on the good side, check the next battery. Last time I shopped, we tested 4 or5 and I went home with 2
