If you have a cat that wants to unwind the roll then put it under and it'll just keep winding up. Of course you will then be a "heedless fool with a skewed perception of reality" but at least your toilet paper will still be rolled up so you can wipe your silly a$$...

I prefer over the top, but if I could get the kids to just put 1 back on when empty I would count that as a win.
At 1 point I thought I had a fitting punishment/solution. I took out the extras from under the sink so when they needed the replacement they could learn why you always put a new one on. Yup- backfire. Now I want to figure out how to fit a whole case under there.
