Pressure washer.. missing a part?

Ok.. I feel stupid. Am I missing something here? Is this just a release valve that's missing a tube to reroute it?

It's done this since new and after getting wet the entire time yesterday I'm ready to figure out how to fix this..

It sprays as soon as the water is on, and under pressure it blows about 4 ft in the air.
 
I think that is where the siphon tube connects to for a soap bottle. looks like the fitting in your pic has barbs for a slip on hose of some sort. if that is the case there should be a tiny orifice in there and a valve that prevents backflow. it's possible a mud dobber made a nest in there and some of the dirt made it in there holding the valve open a wee bit allowing water to flow out.
