What would be stopping the tube from going all the way to the oil through the dipstick tube? It is a few inches shy of getting to the oil in the pan.

Trying to pull oil out for a sample rather than drain out

Try the dipstick in different positions. If it can not go down 90° to its current position- then part of the tube or block forces it to only go one way for clearance issues. If that’s the case you might not get any tube down it.

Skinnier tube is only other idea I see.
