No WG Control, Weird Symptoms

I would monitor vac directly at the pump. I bet you have a leak in the lines.

While it does happen. IMO wiring issues are not common on these, I would suspect the pump and lines and solenoid first.
 
So... While working on my glow plug issue (something was shorting near the starter), I moved the vacuum lines in a way they didn't appreciate. The line from the pump snapped in two. Looking at the edge of the broken line, it was in progress for some time. It appears that I may not have a wiring problem (aside from poor grounds) after all. I bought new rubber lines to replace the plastic ones from the pump and WG solenoid.

Thanks everyone for your help. Hopefully I can get it buttoned back up tonight and get my trailer moved this weekend!
