there is a rod off the left hand side of the turbo. Look and see if it has a spring on the rod or if it still has the round pot looking thing still on it. Since someone has taken both vacuum hoses off the wastegate solenoid (or they rotted off) it makes me think that they have a turbo master on the turbo. If no spring on the turbo then you’ll need to get some hose to hook back up the vacuum pump to the wastegate solenoid and from there to the turbo.
