is that stuff the same as roof tar paper? I have seen lots of builders in this area use tar paper in this fashion.

Not in Nebraska! Sasquatch is a Northern California/Pacific Northwest/Canadian/Alaskan phenomena where there's dense forested and mountainous areas.
