Jack it up and if it isn't spinning freely, somethings wrong (duh).
Grab your e-brake cables and yank them sideways to see if that releases a stuck E-Brake.
Pop the cover off the star adjustment and adjust it backwards see if that helps.
If the drum needs to come off, ask someone else. I've refused to learn drum brakes all my life, and i'm not going to start learning now. I'd rather install 4w disc than learn how to do shoes/drum crap.
Check for wetness, possible wheel cylinder. Easy to change. Wetness can cause instant lockup in dirt, as can stuck e-brake cable. Not sure if wetness can cause drag, but I'd think so.
