Picked this up somewhere years ago came with some other stuff. I think it's for stamping something. Under the thumbwheel is a reversible die that appears to have US on one side and oz on the other. Doesn't appear to be adjustable for thickness of material.

I first thought saw tooth off set tool.
I have My grand fathers saw tooth off set tool and it looks very similar, except, the saw tooth tool has an adjustment to set o how far off the tooth will be bent.
I also have the saw blade vices and files that He used.
IDK if anyone now days would ever want a saw blade sharpened, plus there is a lot of those blades with them tiny teeth that really cuts fast, Dont know what kind of a file to use on one of those.
