It takes a lot of cranking to start I get codes po251 and po360 then sometime it starts up and runs great pmd moved behind bumper
 
Couple of guys up this way but most likely the guys on the forum here will be able to guide you through the troubleshoot.
 
Check the Lift Pump?
Eventhough PMD is moved outside, it can still fail? Best to check with KNOWN WORKING PMD.
Check all electricals?

That codes usually point to the IP going bad.
 
Hey JWT, maybe a bit more info will help. So when it does start, it runs fine? Or does it sometimes run poorly? Does it start easier 1st start cold, and then is harder to start once warm? Or is it hit or miss even on a cold start?

If you can get your hands on a fuel pressure gauge, would be good to check fuel pressure at the front petcock drain. If you don't have a gauge, with the engine running open the petcock and see if fuel comes out, and engine doesn't die. That would confirm lift pump is running and providing at least some pressure.
