Check for a collapsed tank, excessive vacuum has a tendency to do that.
BTDT. i take the valve out of the gas caps,...no more vacuum in my tanks,..gives better fuel pressure to boot.

I think the first portion or above the middle of the gage reading is ok. It's the below part that is missing the fuel level changes.

Might it be that the slip needle tied to the float arm wore trough the sender windings on mid point of travel and isolating the bottom half
