Am I able to delete the egr on my 1995 silverado without getting a chip or a tune? If so, how do I go about it?

Yes.

Either ram a 45 mm frost plug into the EGR tower, or make a plate out of sheet metal to go between the EGR valve and the upper intake, or get intake gaskets from an old J code 6.2.....

x2 + I dont think you have to worry about seslight on or codes, on my 95 i swapped the intake to a F and plugged the vac line. never no code or light on.

Should I unplug the three solenoids and get them out of there? Or should I leave them where they are, and leave them plugged in?

Easiest solution is a blocker plate. This helpf do what you want, but alos fool the people when it comes time for inspection into making them think your truck is all legal. Leave everything else where it stands.

I put a J intake on my 95,capped the vac barb at the sol.i never had a code or SES on 2 yrs running

Yes you can cap the vacuum output of the solenoids, vacuum does not have to reach the EGR, but there has to be regulated vacuum on the EGR sensor or you'll throw a code, unless you get an EPROM from an "F" engine.

Similar setup with mine.

J code gaskets and an F upper intake....add on the GL4 chip and away we go!
