CT runs the Vin. Emmissions are done by state inspectors. It would never pass and you cannot register it without emissions first.

Over 10 k in this state maybe exempt too. I am not sure. I know my oil trucks are and so is my Dumptruck(14k) but the dump is a gasser(patooie).
