cold start and holds 2000 rpm by itself with touchy throttle.

Had bad fuel. All cleaned up now. Get codes 35 and 36.
Ran 2 cycle and oil trick. Still nothing.
Changed out opyical sensor and harness. Still nothing changes. Changed fuel filter and blew through lines to tank. It is open. No change. Changed throttle petal. No change. Pmd was replaced by heath diesel.

Disconnect optical sensor and starts better and throttle is normal with low power. Stumbles above 2000 rpm. Random shuts off. With it plugged in light comes and goes.

Kinda has me stomped. !!!

Fuel metering solenoid.

The fuel solenoid moves constantly to maintain engine power and Rpm

After time and crud the solenoid wears and can get scored or rough and not move properly.

Once the solenoid gets fouled, it's the end of the road.

ULSD is tough on the IP anyway, then add dirt, water ect and it will take its toll.

The IP needs to be rebuilt by a qualified Stanadyne shop

R&R ON THE IP IS THE USUAL ANSWER
