A/C Compressor Not Engaging

In my 95 my A/C was working fine then it started going going off and on intermittently for about a week before it finally stopped. I thought it might be a leak. When I hooked up my gauge the freon is full pressure. Someone told me to see if it is the switch you pull the power connector to the compressor and take a paperclip and jump the left and right connectors. If the compressor starts it is the switch if it doesn't it is the compressor. Can anyone tell me if this is correct? I did it and the compressor didn't kick on.
 
AC systems have a high and a low pressure switch (two switches) Think one of them is on the dryer, the other is probably on the compressor. You could jumper both, but I would probably just put a volt meter on the wires going into the coil at the compressor and see if it has power.
