99 k2500 6.5td not starting

Pulled hose going into injector pump and turned key to on position, a healthy stream shot out so I'm fairly certain the fuel is getting to the IP. PMD wire signal voltages and PMDs themselves are good. Shutoff solenoid is un-plunged. It is safe to say at this point the IP crapped out and needs to be replaced?
That will ensure the fuel delivery is shut off.

Remove the solenoid, there is a snap ring holding the plunger in. remove it and the plunger, then reinstall the sol.
 
Have you disconnected your injection pump return line from the T? If the return line is plugged the truck will not run.

Did you test for power coming back from the PMD to the injection pump. I had an extra extension harnes and made a test lead, so I din't have to poke in things to get a test reading
