700r4 shift point help ane makes a rattle sound

I put a 305 small block with a 700r4 in my 88 jeep wrangler and the t.v cable adjusted right well I think any way but whenvi am just trying to go down a my st speed lily being 25 and my jeep shifts into 2nd at about 25mph but not intell the rpms hit 3800 underlight gas and when I jump on it won't shift intell 5500-6000 andbthis engine it only ratted at 4500-5000 being the max how can I bring this down to about 2500-3000 under light gas and jumping on to shift no higher then 4500. My jeep is running 35/13.50/15 with 4.11 gears will change the governor springs and wight be what I need to do I don't know nothing about doing this so what springs and weights sound I try any help would be great also makes a rattle sound when trans warms up but only at stop lights or at park when it does this I have pulled on the t.v cable tight and it will stop but if I tryed to tighting up at much I won't be able to move my gas pattle b/c that would max out how far the cable can move do I have a bad pump or somthing thanks

Any modifications to this trans, or is it Stock?

Sounds to me your throttle valve cable is still a little tight.

Springs in the governor, Lighter is later, Heavier is sooner on shift points.

Ok thanks its a stock trans the only thing iv changed is u but a kit to get it in over drive with my carbrater and iv loses and tightin the t.v cable itell the best shift came in to play if I losein the cable it won't shift at all the fuild is not burn had the pan down no mealtal in the pan bright red fuild

Geometry and adjustment is CRITICAL on these transmissions.

Ok ill have to check it but I do have a holly carbrater with the t.v cable bracket made for holly
