All Fixed thanks to you guys! ended up pulling and the gauge cluster and removing the tach needle and resetting it in place while the engine was running. did the same for the voltage gauge since it was reading high as well. Thank you all for the help 
now the engine RPM is much lower 2400 while on the highway cruising at 70. 600 at idle. now on to trouble shooting other minor issues, once I get all the bugs worked out this'll be a good old work and travel pickup!
