What seems odd is that you have fuel flow out of the drain with the engine off and key on, but with the engine running with key on no fuel flow.
The drain line is before the filter, so if the filter were clogged it would give you better pressure at the drain. However, if filter is clogged and LP is not working then the extra restriction would make it much harder for the IP to pull fuel out of the tank through it.
I would suspect you may have a snotty sock in the tank. You can try blowing air high pressure (30-90psi) from a compressor back into the tank with the fuel cap off. You can do that by taking off the fuel line to the LP, prepared for the diesel bath of course.
