Perhaps its just the crank pulley not the balancer, if the bolts are hitting the stops it vibrates at idle, any RPM forces the bolts to the stops and stops the noise...
Was my experience.
Take the belt off, and look at the crank pulley, if the bolts look to be in the middle with no wear signs on the stops, grab it with both hands and try to spin it. It should not move freely. My inner rubber let go.
