If you intend to run the motor with the oil cooler ports plugged,you must also remove a cup plug ,located under the oil filter. It looked like you had the cooler ports plugged,might just be angle fittings ?
Could be the governor sticking. A none working modulator will still allow upshifts,but later,like 4000 rpms. I never connect any of my th350 kickdown cables.

I had a cam ground locally ,but it had some overlap that caused a major drive-ability problem. It had tremendous spoolup power,but the engine would run off of it's own exhaust,and clatter like crazy,it didn't matter were I set the injection timing.
I have a 60 mm ,and the matching cover. Might try it sometime. It don't smoke if I'm driving part throttle,and has good power @ 0 boost. I'm running the small precups,which give the most power and torque under the turbo.
I didn't check drive psi. It smokes a lot even after its lit at 2000 rpms, but just slight black haze 3000 rpms and up. The ip has my favorite cam ring, a 4500 rpm gov spring ,and custom retard cam. It still has stock charge psi,which is probably only 80 psi at full fuel.
Its not wild,but runs way better than it did with the H1C,which had the same size inducer compressor. I tried 12/16 and 18cm housings on the H1C and none of them changed power in 3-4 k range.

Could be a worn piston bore,and too much psi leaks past after the fuel is hot. Usually if the piston is stuck it will stay that way. Do you have lots of white smoke ?
