I have previously installed a pre lift pump filter, and removed the in tank sock. Also have a pressure gauge after the engine filter, but I will have to look into adding something to indicate a plugged lift pump filter. It seems though that the pickup tube in the tank...

So my first trouble shooting step was to open the fuel cap. (no suction)
Next I opened the bleed valve at the engine and relieved a vacuum..................
There was also another vacuum on the inlet to the Walbro which I mistakenly took to mean that the problem was in the pump, but I see now...

If the tach gauge is like the fuel gauge, in the same cluster then the needle is just a press fit on the shaft. You can pull it off and then push it back on clocked to the correct position.
If I understand correctly...... when the truck is running, then no fuel comes out the drain valve? This makes me wonder about the fuel lift pump. There should be a low pressure fuel pump (probably mounted to the front passenger side of the engine) that supplies fuel to the high pressure...

The biggest reason to keep the PMD mounted tight is that it needs to transfer heat to keep from frying itself (it gets very hot if left hanging in free air) so you want it mounted tightly to a good heat sink.
