What use is the unit bolted to where a mechanical fuel pump was on 97 6.5

on my 97 6.5 there a pancaked unit bolted to where the manual fuel pump would be what is this used for

I thought this bolted there but after looking at the picture it some kind of pump with pulley setup

Reason I'm looking as the Diesel will start and when it gets to 180 water temp at 1000-1500 RPM I get white smoke and loose timing when the trucks clod work fine but hit 180 only at 1000-1500 runs bad.
Ideals fin and will run down the road at 2000 great just those RPM are effected
 
That is your vacuum pump. It is used to control the turbo actuator and EGR if equipped.
