Tailgate Latches

So I came home tonight and noticed the tailgate was down on the duramax, so I go to put it up and it falls right back down. Looked at it, sprayed the latches with some PB Blaster to no avail. I'm going to take it apart in the morning and see what I can do. Any common problems or things to look for?
 
I spray the latches and handle every so often just to keep everything moving freely. When you lift up on the handle, does it still feel springy? It is probably just the ends that latch onto the bolts. PB Blaster should do it and free them up.
