Suburban Rear heat

Hi Guys, I just picked up a 88 suburban. when I hit the switch for the rear ac the fan turns and blows air. how ever when you hit the heater switch it does nothing. ( its mounted on the roof) i also found 2 pig tails in the right rear near the tail gate and I have no clue what they are for? any ideas Thanks in advance
