Stuck on Code 88 / -2.02

So I already have thread on another forum but Im running out of advice/ideas and need some new ones. My problem is I cant get below 7* - 8* and there for stuck at -2.02.

What Im working with-
Teds GEP 6.5
Brand New IP ( DS4831-5521S ) with New Gray PDM
Brand New ACdelco Crank Sensor
Brand New Stanadyne Injectors
Raptor 100/New Fuel Lines with 10PSI At Idle
No Fuel Leaks, Tank Has 20 Gallons of Fresh Diesel
All Grounds Cleaned and Tripled Checked
No Codes but 88
Doubled Check That The Timing Gear Is On Right
Tried 2 Different ECM's
Coolant Temp is Always Above 180F
IAT is Above 80F
Full Version of GMTD


So I started out with the pump basically straight up and down, the pump flange a little to the left of the scribe mark like that writeup says. Truck starts right up, a little loud while warming up, the timing is in the teens and TDCO -2.02. Move the pump to the passenger side 1mm the timing slowly goes down and so on. I finally get all the way to the passenger side and the truck doesnt want to start but will after 5 seconds of cranking, I can get the timing down to 7-8* but still stuck on -2.02. It also seems to run just as good as when its in the middle just quieter , no white smoke, doesnt buck or anything.

Im lost. Do I have the wrong pump, or maybe this pump is no good? When that pump is all the way to the passenger side shouldnt it be smoking and bucking (too retarded)? I have a old pump thats been sitting around, I might clean it and try that tomorrow.

Any suggestions or advice would be greatly appreciated

I will randomly get a stepper motor code every now and then, I figured it was just coming on because the timing wasnt set right, like the 88 code. I hope thats it!
