STARTER SHIMS AND C CLIP NOT WANTING TO GO ON

The truck is a 2000 K3500 with the 6.5 diesel.
The starter not wanting to spin, unless I jumped batt to S terminal, is what prompted Me to pull and go through the starter.
all is going well, new bearings installed, drive and retainer installed on the shaft.
The problem being, where I took off the three shims and the C clip, all I can get to go back onto the shaft, inside of the planetary gear, is the smaller dia. inner shim and one of the thinner steel or fiber shims and still get the C clip to snap onto the shaft.
I tried pressing the planetary gear a little farther onto the shaft with no luck on that.
whats a feller to do, just install two of the shims and the C clip ? Or am I doing something wrong ? I am sure that all three shims was under the C clip, think. LOL

:sorry: Well, feeling a bit embarrassed here.
Just as I was going into the house last night, I glanced at the drive gear, I remembered, the small shim fits into the pocket, the C clip goes into its groove, the metal shim goes on to guard the plastic/teflon shim from the C clip then the teflon shim goes on.
