I want to pre-oil my engine using my starter (no injectors installed). I have already installed my IP.

Is it ok to spin my IP over with no fuel (lube) supplied?

Why not just turn on the fuel pump with an override and get fuel into it before turning it over?

Slowly for a few turns, but metal on metal with no lube is never good.

You should use a "distributor" style device to pre-oil the engine anyway. Ask some local shops if they have one they would loan you.

Fuel pump is not hooked up yet. Engine is still on the stand. This was the method given to me by the guy that built the engine. He wants me to double check the piston to valve clearance as it is much tighter than stock.

You can also use an air assisted container full of oil to pre prime on the stand. Better than cranking dry.
