Does anyone know how I can recalibrate my speedometer other than buying a $250 calibration tool?

I have a 1996C 1500 which is the WT version with a 43 V6 and a five speed

Welcome to the forum @Up2theaxles Look behind the glove box above the PCM for a small white box with a connector on it. it's called a VSSB or DRAC. there are writeups on how to mod this thing so you can adjust your speedo.
