Shift Delay

I observed shift delays on the scanner today and the truck seems to hang in gear. I saw shift delays of like .20-.25 for the 1 to 2 and 2 to 3 shifts, but for the 3 to 4 shift the delay was like .68. That seems high, what do you guys think?
