Ride height

I like my current ride height. The problem is that the front is sitting on the bumpstops. I guess the torsion bars have sagged. It was this way when I got it. It is causing the tops of the tires to lean out. Is there a way to fix these issues without raising the ride height? Can I cut the bump stops and have an alignment shop bring the tops of the tires in? Will this cause problems with the cv joints?
 
I do not have pics of it. As far as I know though it is just stock 1995 GMC 3500 4x4 suspension. I am new here though so there may be different setups. sorry if that I did not point out it was the truck in my sig.
