Recommendations for image file conversion software

Can anyone recommend a good (and prefereably free) package that can convert .iso files when burning to a dvd? All the ones I seem to be able to find will let you look at what is inside the image, but won't let you open them.

I've already wasted a couple of dvd's while coming to the conclusion that simply burning them from Windows Explorer only transfers the iso file.

No this isn't for pirate software, so no need to lecture.
