rear window defroster problems

Does anyone here know how to test the rear window defroster. On my 97 suburban the light comes on when the button is pushed, but the unit is not clearing the rear windows? What should I look for. I'm assuming it's not a fuse since the light comes on. Any help will be appreciated.
 
First off, I'd check with a multimeter or test light for continuity at the plug. If that works out, then check for any breaks in the lines on the window.
 
Appears to be two fuses for the rear window defog...one under the hood labeled RR-DEFOG it's a mini 30A and the second is HTR-AC 25A fuse (fuse 12) in the cab.
