Radio Display on all the time

Since this is my first GM vehicle I'm not 100% sure on somethings like this so I thought I'd ask. My factory radio in my '98 3500hd displays the time even with the key off. I don't think this is normal and need someone to concur. After sitting 2 weeks the batteries went dead and I know the radio was the only circuit that was drawing power when I checked last month after the batteries were replaced.

Factory radio?

Does the radio work with the key on? If so I would say the radio has a shorted transistor that powers the clock display. AKA failure in the radio. The recall button could also be stuck in as pressing that button will bring the time up with the key off.
