PMD with plastic covers over the elect components

Just bought a used PMD for a spare from one of our members in Canada. It came with some plastic covers labeled "Thermalloy". I haven't seen these covers before on any new PMD's that I've purchased so assume they are just a protective cover and the unit is not be be mounted with them in place?

Just take off that plastic covering the TO transistor.

Some had a thermal pad with them that would take the place of the thermal grease you should use. I would never use a thermal pad.
