I learned that F to 12v will jump the lift pump for 1995 OBD-I. Can I pull a 12v power source from this connector, as well, or do I need it from another source?
 
Theres no 12V+ in it that I know of. When you hook a scanner up, you have to also either hook it to the battery, or the cigarette lighter to get the power and ground for the scanner.
 
Maybe keep a wire in the ash tray that will reach from here? Terminal above the black wire coming from "DRK GRN" is ignition power, I believe? - the far right one of the three that are there, that is.

confirmed. 12v key-on power in this. Now, is it safe to hook in a switch from this terminal block to the diagnostic port to run on a temporary basis?
 
So long as it is fused, it should be OK. That wire runs directly to the lift pump's power wire. Not sure how well it will do though over a long term. Can't remember if the wire size is stepped down before it goes to the plug, or if it is the same size as the wire going to the pump. It is there so whe nthe TECH 1 is connected, it knows if the lift pump is actually running or not.
