Inconsistent braking and steering, 99 C3500

hey guys, got a braking and steering issue on the 99 in signature.

as a loyal GM steed that she is, she didnt falter loaded to 20K going over donner, she waited til she was on the empty return trip from ID to KS (we trailered it out of CA) to give me fits, so I am proud, not disappointed! :)

anyways, when I left the farm in ID, the first populated area I got to, I went for the brakes, and the pedal went to the floor. pulled into flying J, as she was steering like shit also, and filled the power steering reservoir to the brim, and this helped ever so slightly. might have been a coincidence, as it was within proper levels to start with.

anyways, it wasnt fully RPM dependent, yes, it did it worse at idle, but it also did it above idle, so I dont think it is the pump going bad (of course I am well aware of how the hydroboost concept works) but I am not sure.

the fluid looks like shit, so I am wondering if something is sticking, but my biggest suspect is that EVO thing (electronic variable orfice? ) anyways, its supposed to jack with the pump so it puts out more at idle, correct? I searched, but couldnt find anything under EVO, so I went ahead and made this post. any input would be appreciated!

the usual culprit is the steering wheel sensor at the bottom of the column. Supposedly if you unplug the plug on the power steering pump it will work like a normal steering system.
