How far down to the block is the transmission dipstick tube bracket supposed to be?

How far down to the block is the transmission dipstick tube bracket supposed to be?

On the 1996 K1500 6.5 diesel, I have 2 nuts underneath it. Is this correct?

If this is in the wrong place, Please feel free to move it. Couldn't decide between here and transmissions
 
Mine are down on the nut that is part of the stud on the block off plate with one nut on top. But I would say however it fits with the tube seated all the way to the lip in the trans.....
