How do I get the wheel cover off E-450

I just got a Ford 2003 E-450, Jayco motor home. I don't know how to get the wheel covers off.

I located two "nut covers" that sound solid when I thump them, they also have little indentation marks on them that the other covers don't have.

I have a "T" hanndled tool with a hexagon-like cup on one end. It fits over the nut cover, but I twist, turn, pull, and nothing moves.

What do I need to do?
