glow plugs cycle on and off

When I start my 2000 3500, I turn the ignition, wait for the light and crank. The truck fire right up, no smoke. A few seconds later the plugs turn on again momentarily then off then on for a sec and then off for the rest of the ride. Do I have something wrong or some sort of Great White North mod on the truck? I suspect this might of been a Canadian truck because the head lights stay on all the time.

x2, normal GP cycle. In colder temp, it will cycle a lot more.
