Anyone know how this works?? Is there a thermostat inside the element? I does not appear to be switched and comes on with ignition.

Yes and yes.
I tested mine when I replaced the seals by sticking it in the freezer over night then checking the continuity as I thawed it out.
Kind of lazy way is to alligator clip the meter leads to it, stick it in Ice water with a freezer thermometer, then eat a sandwich. When my meter beeped for open circuit (lost continuity = the thermostat inside opened) I checked the thermometer. Sorry, don't remember the temp, but I was satisfied. THEN I froze it again to test the heat element with 12 v dc + yup it got hot. Don't hold it as you test it this way. Afterwards we went to F-ing Nova Scotia.

Got new Viton seals from Leroy/Burning Oil. Great guy great service.
