Front Licensce plate bracket question

This is on an 05' GMC bumper

Is this some sort of faster other than a pop rivet holding the bracket on?

If it's not just a pop rivet what tool would I use or how would I get this off?

Never been a big fan of front plate brackets and they are not required here in La.

all we have around here today is chevy's and they just have the two holes right on the bumper.if we had a gmc id take a gander at it but we dont.ill see whats going on @the body shop tho.
 
It kinda looks like an aluminum pop rivet..anyway you can look at the backside of it? Google didn't come up with much, I tried to see what came up, nothing helpful.

If it comes down to it I suppose you could just drill that head off and if you ever need it it'd be a pop rivet away from re-attachment.
 
it's aluminum...you can see the paint/powdercoat scratched off...I thought it might be a pop rivet, but never saw one with three slots...thought there might be some sort of tool similar to a punch to unlock it maybe... I really didn't want to drill it but if I have to I will... I'll look and see if I can get to it from the back and cut it...(but doubt it with the cutters I have...that and carpal tunnel has really taken it's toll on my grip)
