Fixing up the burb

Well since I gone done blew up my motor I have been looking around for deals. I was thinking of going with a diesel depot reman but I just came across a couple things on craigslist and am left wondering if they are good prices.

First is a full 6.2 out of a 1984 CUCV with 54k on it. The guy is asking $700. This would be a 599 block correct?

Second is a guy selling a set of assembled but never installed 6.5 heads remaned by Clearwater for $300.

While I am at it I want to make the truck more long term reliable while I have it apart. This is what I have on the list so far:
ARP head studs, Commetic .066 5 layer head gaskets (about 19.8-1), Main gurdle, Fluidampr, 97+ water pump, timming gears, marine injectors, 2 1/4 crossover, port and polish manifolds (hopefully help EGT's a little tho they never got too high) and feed the beast.
Down the road plans include a Heath GL4 and ATT I just dont know if they are in the finances for the build yet.
 
A 84 engine would be a "660" block. The "599" didn't start untill 91.
 
So what does that mean. Block is good, bad, indifferent?

I mean is it a upgrade from my '96? I just want it to be a reliable setup for long term.
