Fishbite on decel, clutch pushed in

My 96 started a random fishbite kind of thing this week on decel when I push in the clutch to shift. It seems to happen more if I'm revving high (2500-3000) and then clutch. It is acting like the TPS is sticking if it had one, but does it randomly. I replaced the FSD (bumper mounted) with a new one from Pensacola Diesel, made by Flight Systems, about a year ago. I doubt I have put 10k on it since then. It runs great otherwise.

Any ideas? FSD issue? Accelerator pedal issue? No SES or STS lights.
