egr soleniod white dot

I tested my egr solenoid(white dot) and with a hand vacuum pump and a 9 volt battery.
The results I got are: vacuum on front port, 9 volt to the solenoid it does not click/open until the vacuum drops to zero.
Does anyone have specs or know if this correct.
If you power up the solenoid with 9 volt first and than vacuum it flows through.

Careful as solenoids sometimes have a diode in them to keep the coil from sparking. Connect them backwards for testing and the diode smokes off. The 9 volt battery may not have enough voltage and/or current for the 12-15v solenoid to work.

Any codes or reasons to be testing this?

picked up a new solenoid, tested it before install and it opens with vacuum applied.Installed it and no more engine light(code 32&33).
