The price seems fair.

Just do not understand why it would need a ballast.

Yep, they're all the new rage. Brighter than Halogen, not brighter than HID, and an even MORE UNCONTROLLED Pattern than HID.

I tried them in the Fogs on my Cummins and they looked good coming at you, but from the inside, I could barely tell a difference when they were On or Off, from the uncontrolled Beam Pattern. They were more like a Flood Light than a Fog Light.

Also, some of them have Fans built into the Base of the Bulb, which makes that back of the Bulb HUGE, so if they gotta fit in a tight spot, these LED's prob. won't fit...and with the Fans on the back of the Bulbs, don't count on them lasting long if they're gonna be getting Dusty & Wet.
