Old news i know, but can someone point me in a direction where i can find out more about the details of this practice of filling the water jacket with Hydra Cement.??

There used to be a product called 'hard blok' that was sold by the performance retail. Probably the same substance you describe. May try and look up hard blok? I bet they still sell it.
 
Iv'e done it,and won't ever do it again. The side of the block and pan rail overheats,but the water temp will be cold.
 
I have it in my motor, I tow hard all the time and I haven't found any hot spots at all and I have checked several times during a trip, the bottom of my block is always much cooler than the deck area..
 
For the Bonneville Racer, didn't Bill fill his block to 5/8" below the deck? I seem to recall that from the DP article they did on it.
